    Received and uploaded (3/23/2023) Written Plan for an Alternate Practice modifying: OAR 629-630-0150(5) and OAR 629-630-0500(4), involving conducting a tethered logging operation on steep erosion prone slopes within 100' of a stream and on HLHL with no public safety exposure: In regard to this plan, it is approved.

    Statutory Written Plan required for an operation within 100' Type F, SSBt or Type D stream: After reviewing your written plan, I offer you the following comments. Fully implementing this written plan is likely to achieve the resource protection standards. This operation will be evaluated on the basis of how well required practices are applied and how well required resource protection is achieved.

    FPA protected resources office review complete. ***** One or more small non-fish streams appear to be located within or near the operation area. No other concerns or conflicts detected at this time. ***** This operation appears to be within 100’ of Brush Creek (S-M/SSBt) and an unnamed tributary to Brush Creek (S/F) which are required to be protected. Written plans are required to address protection measures needed for any herbicide application that takes place within 100’ or harvest operation that takes place within the RMA of a Type F, SSBt or D stream (RMA: M/SSBt = 80'; S/SSBt = 60'; S/F = 50'). The required written plan was received with the notification. The 14-day public comment period started the day the plan was received. The operation addressed in the plan may not begin until comments are provided by the SF or the additional 7-day comment period has ended (21 days total). ***** An initial screening of the operation shows that High Landslide Hazard Location (HLHL) slopes and/or slopes greater than 60% that are within 100' of a stream may be present within the notified area. HLHL is defined as areas with side slopes greater than 80% or slopes greater than 70% in headwalls or draws. ***** No ground-based machine activity may occur on previously mentioned slopes prior to having an approved Plan for Alternate Practice. Please contact me, the Stewardship Forester, for more information. ***** No other concerns or conflicts detected at this time.
