Landowner rep sent an email ( dated 2-14-2020) stating that a 50 ft no harvest buffer would be left around the lake. Therefore, ODF is waiving the written plan requirement.

Upon review, this operations does not pose a conflict the bald eagle sites nearby. Compliance with the forest practices rules does not guarantee compliance with any federal requirements related to the federal Bald and Golden Eagle Protection Act. The U.S. Fish and Wildlife Service enforces the Bald and Golden Eagle Protection Act. Landowner submitted a statement that no operations would be conducted within 50 ft of the small lake, so a written plan will not be required.
